Application Instructions: For best results first apply a base coat to clean, bare nails. Then apply 2-3 coats of colored polish (depending on its consistency and thickness). For long lasting wear finish with a top coat.

You really have to make a quick decision. Great color vs. poor formula. Also, for an Essie polish, it doesn't last long in the bottle. The more use, the more goopy and stringy.
I was really scared ordering this, because the pictures and reviews on it vary so much. It seems to look anywhere from deep royal blue to a dusty cream medium blue in online pictures, so it really felt like a gamble if it would be anything close to what I was hoping for (A vibrant shocking cobalt). I was a bit sad when I saw the bottle and it looked kind of muted and dusty blue, but thankfully its not like that on the nails! I apply it like my neons, over a white polish base because I want my nails as bright as possible, and this combination is perfect. Vibrant cobalt meets royal blue, not too dark and not too light. I'd be the first person to be disappointed if this wasn't bright enough, and it is easily noticeable from a distance for sure. I also didn't notice any of the problems I saw noted in other reviews about it being thick and tricky to apply, mine is very nice and smooth - no different from any other polish. All in all Im very glad I finally bought this one.
Its a royal blue at best. Nothing even close to the electric blue you see in the ad. Beware. Won't be ordering again.
